Unable to update location metatag in photos

Hi

I'm unable to update the location metatag in Photos. When I hit splat-I and get the info I can see the map. I can move the pin or hand type the location, but the pie wheel just spins. I've tried with different photos and no change. These are photos taken using an iPhone 6s, so I don't think it is an incompatibility.

My older photos imported from iPhoto lost their custom location label as well. I feel if I can remedy the above problem, then the latter problem will be resolved.
